剧情梗概：
是对手也是战友，是情敌也是兄弟，为了密令，决战在1949。正义撕裂着灵魂，邪恶伪装成天使，一道神秘难测的密令，一个悬念迭起的迷案。1948年国民党108师稽查处副官周伯勋在街上偶遇医院护士林倩如，两人一见钟情。但是，林倩如心中却有点不安，她知道表弟焦志新一直深深地爱着她。焦志新与教授李正亭被重兵看守着赶绘北平名胜古迹结构图纸，李教授为了不让国民党抢走图纸牺牲了性命，焦志新也很快被捕并遭枪决，对他行刑的人是周伯勋……焦志新并未被子弹击中要害，他死里逃生返回藏匿图纸的地方，却发现图纸已不知去向……就在他四处躲藏并焦急地探询图纸的下落时，却发现周伯勋天和表姐林倩如打得火热。于是，他单枪匹马地对周伯勋实施了刺杀行动，周伯勋倒地，而他被一陌生女子苏小雅搭救得以逃离……1950年建国第二个国庆节前夕，我公安机关接到潜入敌人内部情报员“猫头鹰‘提供的消息，国民党军统用解放前夕丢失的”秘密图纸”准备在国庆节制造爆炸事件，定名为“毒蝎行动”。焦志新率领公安人员联合潜入敌人内部情报员“猫头鹰”与敌人展开了一系列分夺秒的生死战斗……
