剧情梗概：
本剧的时代背景为清末民初，讲述近代名将蔡锷推翻洪宪帝制的不朽事迹，以及他跟名妓张凤云（艺名小凤仙）的爱情传奇。蔡锷是少数拥有军事才能的政治家，并曾是热血青年，於清末参与过零星的起义。阴差阳错蔡锷最终未有跟同伴一起上阵，而同伴全都壮烈牺牲，蔡锷怀著活著的愧疚至今，一心盼望凭一己之力稳定政权，令国民安康，以防内乱招来外侮。如许壮志未酬，蔡锷的心结不能解。蔡锷的心结其妻子白思婷亦知，二人举案齐眉并育有一子。1913年亦即故事之始，国会大总统世凯将时为云南都督的蔡锷调配到京，目的借蔡锷之力建立强势政府。蔡锷虽知世凯是野心家，但仍选择赴京协助之，除了因为大总统之命不可不从，更重要是因为综观全国，唯有世凯可以独挑大梁。由是蔡锷进京向世凯表明效忠之心，但前提是世凯以民为重。美其名礼贤下士，实质对蔡锷的以下犯上还以颜色，袁世凯的心腹莫逆天于云吉班为蔡锷设宴。蔡锷跟凤云，正是结缘於此。二人的关系建立于误解之上。话说蔡锷进京前云吉班的妓女艳红得罪了警察总长余轩龙，凤云几经波折求得逆天将款待蔡锷之晚宴设于云吉班，免云吉班受轩龙摧毁。惟凤云误会晚宴因为蔡锷会见世凯期间以下犯上而告吹，因而心生怨恨并在大庭广众咒骂蔡锷。蔡锷明知逆天设宴旨在要他在北洋三杰面前屈服，逐利用凤云对他的敌意，让北洋三杰消气，同时免自身的名节受损。蔡锷当众覆述凤云对他的咒骂，凤云恼羞成怒，不禁对蔡锷发难。北洋三杰为免跟凤云这妓女一般见识有失身分，不但否定凤云对蔡锷的贬斥，更要凤云上房侍奉一众大兵作惩罚。凤云为蔡锷利用她来跟北洋三杰过招而忿忿不平。蔡锷扬言要亲身治罪，挟凤云上房。二人同处一室，蔡锷无不轨企图，只吩咐凤云如丫环般侍候他处理公务。凤云因自觉被蔡锷玩弄，故意挑起口舌之争。二人首次角力，蔡锷只视凤云为个性泼辣的风尘女子，而凤云则认定蔡锷不过是世凯身边的走狗。蔡锷向世凯提出开办士官练习学院，更要求世凯将最先进军火提供给他作为授课器材。世凯表面答应，实质惟恐蔡锷拥兵自重，或从中取利，遂吩咐逆天协助蔡锷。逆天深知世凯想阻挠蔡锷创校，便故意把原先答应拨给北洋三杰的军备交给蔡锷，有心挑起纷争。那知蔡锷看穿逆天，一方面将各北洋三杰派来的子弟兵全数录取，令北洋三杰对蔡锷取得军备一事无话可说，另方面却利用凤云和媒体，把士官练习学校收生私相受援一事炒得火热，蔡锷再迫於无奈重新收生，乘机革走北洋三杰的子弟兵。凤云始才明白蔡锷所做一切皆为大局，并不是有意针对自己和云吉班老板娘丽媚之弟洪震。惟此时洪震已因失意而远行。凤云用尽方法，最终成功让洪震赶得及在限期前回来面试。凤云慧黠的一面，令蔡锷对她多添几分欣赏，并因凤云的仗义而认定她是女中豪杰。而凤云对蔡锷的敌意亦减退了不少。世凯为蔡锷成功取得军火并开办军校而怪罪逆天。逆天为报世凯当年的知遇之恩，向来对世凯忠心耿耿，如今因犯错而被世凯漠视，不无灰心失意，对其失散多年的爱女莫菁儿自更为想念。逆天自妻子离自己而去後，跟菁儿相依为命，二人失散多年，多年来找寻对方不果。如今菁儿在天桥四怪的抚养下，已经养大成人。几经波折，父女终於相认。过程当中菁儿更跟蔡锷的其中一名学生余任国成为朋友。菁儿起初讨厌任国的文弱，惟任国後来对菁儿有救命之恩，令菁儿对他心生欣赏。蔡锷对任国的期望甚高，任国因被其父轩龙逼迫才入读军校，故经常跟蔡锷抬槓，蔡锷虽每每严惩任国，却同时发现任国实为可造之材，决定加以栽培之。其时人们因凤云延长军校的招生期限一事，误会凤云跟蔡锷过从甚密。轩龙担心任国被蔡锷革除，遂拿钱疏通凤云，希望凤云为任国多加美言。凤云因为家人需巨款应急而收下贿款。为免事情败露，凤云跟蔡锷进言，叫他勿因一时冲动革除学生；另一方面又对任国作劝勉，叫他将革命思想发扬光大。凤云对自己的欺三瞒四不无歉疚，遂在汇款回乡时特意留下少数馀款，给蔡锷造了一套洋服。凤云藉词当日在蔡府曾对蔡锷无礼，洋服就当是赔罪。蔡锷见凤云的异常举动，虽然心生希罕，但见凤云诚意拳拳，出於礼貌也就收下。二人关系趋向友好之际，凤云收取巨款一事却被蔡锷发现。蔡锷恼怒凤云影响军校的前景，对凤云大发雷霆。凤云坦言自己为了家人才收受巨款，其馀的都花在蔡锷身上。蔡锷气结，但为求奉公正己，蔡锷决定亲自押凤云回乡取回款项，凤云无奈，只得依言照做。但原来凤云的兄长亦因她的身份而心存芥蒂，亦怕凤云到来要讨回多年来欺骗凤云的钱，故刻意羞辱凤云，赶凤云离开。蔡锷目睹凤云被人羞辱，不禁心生怜惜，帮她出头并开解之，令凤云感激不已。那知二人在回京途中，蔡锷竟收到电报，谓士官练习学校爆发了严重的学潮，原来蔡锷收款一事已为逆天所知，逆天为打压蔡锷，乘著蔡锷离京，故意扬出此事，挑拨学员叛变。蔡锷正在苦恼，不知如何解决之际，无意中却偷听到火车上日本特务的情报，原来日军正密谋进军山东胶州湾原本属於德军的领地，蔡锷大惊，国难当前，已顾不得自己会否因为军校事件而下台，忙把此消息发电报通知世凯。那知世凯和逆天却误以为蔡锷只是因为军校事件而垂死挣扎，根本不相信蔡锷的说话。蔡锷无法，只得再发电报给老师梁启超，托启超把此消息宣扬出去，希望国际间给予日本压力，同时，动员自己的人脉，希望尽量调动军力，企图阻止日军入侵山东。可惜，为时已晚，日军已发动攻势，山东果然失守，同时，火车上的日本特务已发现蔡锷的异动，为杀人灭口不惜炸火车！火车爆炸，死伤相枕，凤云命若悬丝，仍关心孩童安危，叫蔡锷先救孩童，蔡锷原可带著凤云逃出生天，仍奋不顾身的折返现场救民水火，二人经历生死，知道彼此同样有舍己救人的热血，情感倍增，凤云爱意由此倾注。蔡锷并非没有察觉到凤云的心意，然而他已有家室，即使对这个女子如何欣赏与怜惜，也只能以礼相待。蔡锷回京后，原以为还要面对军校的叛变，但那知世凯为掩饰自己政府的无能，竟把蔡锷企图拯救胶州湾的举动这个功劳扣在自己头上，为粉饰太平，还把蔡锷捧为民族英雄，奉为国士，军校叛变一事不解而解。但蔡锷明白这只是世凯的违心之论。果然，逆天要求蔡锷革除任国，以平息收款事件，蔡锷为了以示清白，同时为保任国前途，坚拒革除任国，决心向外间证实任国的实力，终感化了任国从此虚心受教。凤云自回乡一役，对蔡锷这个真英雄心生倾慕，回京之後宣告除牌，公告天下今後将不会再接客，以向蔡锷表明心迹，她张凤云从此只属於蔡锷一人。凤云除牌的消息传来，全城哗然。惟凤云等了日复一日，蔡锷仍没有任何表示。在此期间蔡锷一直埋首於为军校的战争演习作筹备，断绝跟凤云的一切来往。如此绝情，只因为当日蔡锷的确曾对凤云动情。为免再见一面牵动半点情意，纠缠下去误了两方，蔡锷只能默然拒绝凤云，好等凤云尽快死心。
