剧情梗概：
我们正身处一个恐慌年代，在恐怖组织的威胁下，无人能够独善其身。为求捍卫社会安宁，ATF反恐团队以强硬手段对付恐怖分子，面对一次又一次的恐怖袭击，绝不容忍妥协。兄弟同心　化解危机　　日本特种部队SAT(SpecialAssaultTeam)传来线报，指国际龙舟赛成为了恐怖分子的袭击目标，ATF严阵以待。背负著警方卧底身份的古惑仔庄有正(陈展鹏饰)，奉黑帮之命，前往赛事场地放置计时炸弹，却被身为SDU成员的弟弟庄有杰(吴卓羲饰)发现，穷追不舍。追捕期间，有杰意外落入恐怖分子手中，幸好有正及时迎救，兄弟携手，配合ATF精妙布局，终成功拘捕恐怖分子，化解危机。　　反恐训练　各展所长　　两兄弟为警队立下大功，随即申请加入反恐部队。受训期间，有正表现出勇猛果敢，当机立断性格，为求协助同伴，不惜违规受罚；有杰则著重团队精神，严格遵从长官命令，全力执行获委派的任务。尽管两兄弟性格迥然，但二人合作无间与出色表现，得到上司肯定。　　受训完毕，有正和有杰分别被派往调查组和行动组，跟随情报组总指挥沈志敖(关礼杰饰)及行动组总指挥高威(黄德斌饰)进行反恐工作。无独有偶，二人亦同时对ATF情报分析员锺日嘉(陈茵媺饰)暗生情愫，分别对她展开追求。　　秘密组织　密谋恐袭　　ATF收到马来西亚警方UTK部队(UnitTindakanKhas)，以及美国国土安全部(USDHS-U.S.DepartmentofHomelandSecurity)的情报，得悉犯罪组织会将一批军火运往香港，但ATF只搜获其中一部份，并怀疑其他失踪军火将被用於在港举行的世贸会议。　　专题记者叶婷(蒙嘉慧饰)曾经报导ATF的反恐训练，因而认识有正。叶婷意外得知被窃军火与恐怖组织「惊鸟」有关，暗中把情报交给有正，协助破案，二人因而建立出一段微妙关系。　　ATF在追查之下，发现「惊鸟」不但与军火失窃案有关，还正策划另一宗更加骇人的毒气弹恐怖袭击。　　机密外洩　有正遇害　　为「惊鸟」制作毒气弹的科学家王教授(李成昌饰)中途叛变，并要求ATF提供保护。有正负责护送王教授前往安全屋，但藏身地点外洩，「惊鸟」派人袭击，有正虽然成功安排支援队员救走王教授，自己却被捉拿。「惊鸟」要胁以有正交换王教授，ATF拒绝，「惊鸟」一怒之下射杀有正，并透过电脑网络将行刑片段传送至ATF作为报复。　　人心难测　誓找叛徒　　日嘉因为目击有正遇害，悲恸不已，有杰为使日嘉重新振作，不惜模仿有正的日常行为，日嘉大受感动，却陷入感情矛盾之中。另一方面，有杰调任情报调查员，接任有正的职位，欲找出有正被害真相。　　ATF成员因有正被杀，安全屋机密外洩的事，掀起一场「内鬼」风波，反恐成员间互相猜疑，部队团结力量面临重大考验。相比恐怖组织，人心变坏更加恐怖
