上世纪三十年代前后蒙古族传奇英雄嘎达梅林，为了保护草原与牧民，争取自由与幸福，奋起反抗达尔罕王公勾结腐朽的民国政府以放垦为名出卖草原，勇敢进行武装起义，最终为了草原牧民的幸福生活而献出了自己年轻生命，化为一首永世流传的美丽歌曲《嘎达梅林》　　仲春时节，达尔罕王带着自己的新婚福晋朱博儒和二公子包明远，从盛京返回达尔罕王府。夜里，他们突然遭遇到马匪袭击，达王几乎落入死难。万急之中，是忠勇的骁骑卫――嘎达挽救了他的性命。然而，公子包明远却被马匪掠走了。嘎达不顾危险，单骑冲入黑暗，再去拯救包明远。　　包明远已落入匪巢。匪首之一却是义士哈斯尔，他原本是达王府的杰出跤手，因为草场被王公放垦故而被迫落草为匪。匪巢中，嘎达冒名顶替，救出了包明远，自己却再次身受重伤。但没想到，哈斯尔却没杀他们，却向达王提出免除赋税，停止放垦等三个条件。表示：如果达王答应，他不但愿意放包公子一条生路，而且还会率众下山归顺。包明远大喜，口衔枪口立下重誓，答应了哈斯尔全部条件。返途中，包明远只顾自己逃生，却抛弃身负重伤的嘎达。　　包明远回到王府，竟然把自己被俘的羞耻经厉竟然吹嘘为勇战群匪，而且完全不守诺言，任凭奄奄一息的嘎达陷入群狼重围。竟然不屑地说他早死了草原上，孤独的嘎达九死一生，偶然被一个美丽姑娘牡丹所救。牡丹得知嘎达三番救主勇敢经历，开始与他相爱嘎达回到王府，讲述在匪巢中的真实经历以及哈斯尔的条件。达王这才明白自己儿子的无耻与愚蠢，他暴怒之下，他狠狠的鞭笞了包公子。达王召集科尔沁诸王紧急议事，他们权衡利弊，最终无奈同意哈斯尔全部条件。　　达王为了博得哈斯尔信任并奖赏嘎达救主之功，将他提升为梅林(即卫队长)，从此，嘎达梅林的忠勇之名传遍草原。　　嘎达梅林重返匪巢，告诉哈斯尔，达王已答应他全部条件。哈斯尔相信了达王信义，便缴出全部武器，率众下山为民，他自己也实现了多年梦想，成为草原上一个铜匠。正当草原所有人都沉浸在喜悦中时，哈斯尔兄弟却深夜遭受官军追杀，哈斯尔死于对达王的信任！嘎达梅林悲痛而自责，开始对达王深深怀疑　　草原开进测垦队，更多草场被围上铁丝网，更多的牧民无家可归了。原来，达王从来没有放弃计划，如今马匪已被他的阴谋所平定了，他更加无所顾忌的变卖草原。嘎达也被王府扎兰(协理)色旺所陷害，剥夺了梅林之职。　　流离失所的牧民聚集到嘎达家前，述说冤屈。嘎达激愤而起，携带万民书和大喇嘛手书，来到奉天(沈阳)向达王请愿。福晋朱博儒勾结官府，逮捕了嘎达，并准备将嘎达毒死。　　妻子牡丹用歌声召募勇士，她带领勇士们深夜冲进王府，厉尽曲折，救出了将死的嘎达，而自己儿子却被色旺抛进了冰河翌日，达尔罕出现了一支抗垦安民、保卫草原义军。他们四出捣毁测垦局，推倒铁网，与王府奋战，让草场重新成为牧场。这支义军令王公和官府大为惊恐，包明远率领一支装备精良的官军亲自前来剿杀嘎达梅林不料，包明远被嘎达梅林所率领的义军打得大败，自己也被生俘，并吊在王陵祭台上送还给了达王。达王父子大受羞辱，于是孤注一掷，召来无数凶恶官军，不计任何代价剿杀嘎达梅林嘎达梅林与众弟兄几番抗敌，最终由于众寡悬殊，战死在草原金色阳光中。　　末代达王孤独的离开达尔罕，他虽然消灭了嘎达梅林，但草原已被他垦卖殆尽，旗制不存，王位沦丧。他最后一次祭陵而去，只听草原四处传唱着《嘎达梅林》之歌
