该剧以二十世纪三四十年代为背景，讲述了混混青年常平安，在环境磨练下，成长为一名优秀的共产党员的故事。抗战期间，中共特工茅远征救下了孤儿常平安，自己却被军统特务曹若飞所杀。抗战胜利后，已经与王小玉结婚、但仍然一心复仇的常平安进入了军统保定站，并发现当初杀死与他情同父子的茅远征的人，正是自己曾经暗恋的傅云的丈夫、军统特务曹若飞。常平安为了报仇，没日没夜地跟踪曹若飞。与此同时，不谙世事的傅云被曹若飞所骗，说出常平安当年的一些经历。常平安虽然过了这道难关，但他的危机一直此起彼伏。最后，已经加入中国共产党的常平安被迫暴露了自己的身份，他背水一战，公开刺杀曹若飞，却失败了。曹若飞正式拘捕了常平安，并以王小玉为人质，逼迫他供出自己的同伴。在指认现场，曹若飞却被当场击毙这一切，其实都是常平安之计。
